Indonesia to Host $2.1B Eco-Friendly HPAL Nickel Production Site

PT Vale Indonesia and China-based GEM Co., Ltd., have embarked on a $2.1 billion partnership to create a sustainable, net-zero nickel processing facility in Central Sulawesi. The facility will employ High-Pressure Acid Leaching (HPAL) technology to process nickel, targeting an annual output of 66,000 tons of Mixed Hydroxide Precipitate (MHP).

President Prabowo praised the project as a milestone in Indonesia’s industrial evolution and alignment with China’s growth, stating, “We in Indonesia and Southeast Asia want to work together with China’s rise back to a great position in the world.” The collaboration, he noted, underscores a shared vision for responsible industry practices that bolster local economies while addressing environmental challenges.

The role of HPAL technology in sustainable mining

Central to the plant’s design is HPAL technology, which enables efficient nickel extraction from low-grade ores using high pressure and heat. Compared to conventional mining methods, HPAL reduces waste and energy use, making it a more sustainable choice for Indonesia, which holds some of the largest laterite nickel reserves globally.

The project’s HPAL smelter not only meets Indonesia’s 8% economic growth targets but also supports the nation’s pledge to reduce its carbon footprint. GEM Co. has underscored that the HPAL facility’s “intelligent design” will allow significant resource extraction while maintaining strict environmental standards, positioning the plant as one of the world’s most advanced sustainable nickel operations. The project includes a $61 million Research and Development Center, which will drive innovation in HPAL while fostering local talent development.

ESG-focused investment and local economic impact

A significant aspect of PT Vale and GEM’s partnership is their Environmental, Social, and Governance (ESG) commitment, with $45 million allocated to green infrastructure projects, including employee housing, clean water access, and waste management. An additional $15 million will support local infrastructure improvements, strengthening the link between mining development and community welfare.

The R&D Center will also provide workforce training, transferring essential skills to Indonesian professionals. This knowledge transfer will create new employment opportunities and enhance long-term economic resilience in Central Sulawesi, establishing a model for sustainable growth in resource-dependent regions.

President Prabowo’s presence at the signing event underscored Indonesia’s support for collaborations that prioritize both economic gains and environmental responsibility. The project aligns GEM’s recycling expertise and China’s technological innovations with Indonesia’s abundant resources, ensuring that both countries benefit from responsible nickel production.

The partnership also highlights Indonesia’s position as a strategic player in the global transition to green energy. Demand for nickel—critical in electric vehicle batteries and other clean energy applications—is surging, and Indonesia’s investment in sustainable production through projects like this makes it an attractive partner in the green supply chain.
